How do I become a member of BIAW?
BIAW is the voice of the housing industry and the state’s largest trade association with over 8,200 member companies employing approximately 265,000 people. Members join BIAW through our network of 14 local home building associations (HBAs) across Washington. Your membership dues provide you access to the 3-in-1 membership which includes benefits, advocacy and networking at the local, state and national level.

I'm a member of a local association, do I need to be a member of BIAW?
When you join your local home builders' association, you automatically become a member of BIAW and the National Association of Home Builders (NAHB). This 3-in-1 membership allows you to enjoy a vast array of benefits while leveraging the collective power of our industry, not just locally, but statewide and across the nation.
What is a builder member vs. an associate member vs. an affiliate member?
NAHB, BIAW and your local home builders association serve the entire home building, development and remodeling industry. About one-third of our members are “Builders,” including home builders, multifamily developers and/or remodelers. The remaining two-thirds are “Associates,” working in closely related fields such as mortgage financing, real estate, subcontracting and building products. Affiliates are the employees of Builder and Associate members who reap the rewards of NAHB membership at a fraction of the cost. Not every HBA offers affiliate memberships, so please check with your local association for availability.
How much does a BIAW membership cost?
Membership dues vary by association. Contact your local home builders' association for more information. The state and national portion of your dues is bundled in the annual membership cost.
How do I change or cancel my membership?

Do I have to use continuous insulation?
Yes, if you’re following the prescriptive requirements. However, if you opt to earn points in R406.3 (options 1.1 – 1.4) and meet or surpass the reduction percentages for total UA, there’s potential to forgo using continuous insulation. To use this option and prove the reduction, you will need to use the C3 calculator published by WSU Energy. Since 2009, the C3 calculator has been a state endorsed compliance tool.
Below is hierarchical code language illustrating the two options for builders/designers: prescriptive OR the Total UA Alternative. Pursuing the Total UA Alternative helps you achieve credits toward the overall required credit thresholds.

Can my HVAC contractor still sell me a natural gas furnace?
The new codes only apply to new HVAC systems that are included in new builds and/or replacements of HVAC equipment in existing homes that are being upsizing.
You may use natural gas if you’re renovating and/or doing an HVAC like-for-like system swap. This means you’re not able to increase the size of your existing natural gas furnace even if it doesn’t deliver enough heat for the square footage of your existing home.
Example: if you’re not satisfied with the level of heating produced by your current system so you want to upgrade to a more powerful unit, you would potentially have to utilize an electric alternative.

How is the residential contract different from the remodeler contract?
The remodeler contracts are drafted with a remodeling scope and include provisions that are unique to remodeling (such asbestos and lead paint) vs. ground-up construction. The basic contract terms are generally the same.
Do you have contract language for historic preservation or other local requirements?
We do not address local requirements because the contracts are meant to be used statewide. You may want to review local ordinances and requirements or consult with an attorney regarding the need for these clauses.
Do you have a social media or disparagement clause?
We do not have a clause regarding social media or disparagement because in Washington state such clauses can be difficult sometimes to get a court to enforce. However the contract templates are modifiable and if you feel that such a clause is beneficial you could certainly add it.
Can you cover fixed fee management in the cost plus contract?
Generally fixed costs for operations or general contract management fees are included as a separate contract cost as a percentage mark up in a cost plus contract. The contract template requires the contractor to specify a fixed percentage fee (the “Contractor’s Fee”) which is a percentage of the actual costs of the project. The template contract also defines and describes the elements of “actual costs” which would be used to arrive at this percentage.
What if I have a “time and materials” contract? Which template should I use?
The contract closest to a time and materials contract in the subscription service is a cost plus contract. We have two versions: one for residential construction and one for a remodel. You should watch the training videos and consult with an attorney if necessary to determine which contract may best fit your business needs.
How many times can I download the contracts?
You can download the contracts as many times as you wish. You have unlimited downloads for the duration of your subscription.
Are there contract templates for associate members?
At this time, the BIAW Contract Subscription Service is only available to builder members.

What is a Retro program?
Retro is a safety incentive program offered by the Washington State Department of Labor and Industries (L&I). In Retro, you can earn a partial refund of your workers' compensation premiums if you reduce workplace injuries and lower associated claim costs.
Any employer with an industrial insurance account in good standing may qualify to participate— either as a member of a Retro group or as an individual business. Other factors can affect eligibility as well.
What is ROII?
Return on Industrial Insurance (ROII) is the Building Industry Association of Washington's (BIAW) Retrospective Rating (Retro) program. ROII's goal is to help our participants eliminate injuries through improvements in workplace safety and preventative strategies.
